Abstract
This report further examines the functions and conditions of countermeasures, and also deals with the impact of dispute settlement obligations. It includes proposed draft Articles 11 (countermeasures by an injured State),12 (conditions of resort to countermeasures), 13 (proportionality) and 14 (prohibited countermeasures). In addition a new draft Article 5 bis (plurality of injured States) is proposed.
