Abstract
On the basis of previous works, the Author rejects the concept of domestic jurisdiction based on the distinction between matters governed and matters not governed by international law. The plea of domestic jurisdiction is seen by GAR as a defence not of the absence of obligation (liberté) but of sovereignty (or independence).
